Flex MSE – Case Study, Whangarei.
Following Cyclone Tam (April 2025) and a subsequent heavy rainfall event (May 2025), a slip was assessed by KiwiRail Asset Team on the eastern downslope of the rail embankment at 220.045km North Auckland Line (NAL) along the State Highway 1 (SH1) in Whangarei.
The Upper North Island (UNI) Asset team, together with the KiwiRail Engineering team (Civil Geotechnical), looked into design solutions to mitigate the impact of the slip. Based on previous projects undertaken as part of the Auckland Flood Recovery, cost consideration, and long-term resilience, a Mechanically Stabilized Earth (MSE) retaining wall using FlexMSE®geomodular facing was recommended as the preferred option.


Based on improved construction cost, finished green face, and greater resilience with reduced maintenance, Flex MSE was chosen as it offered the unique ability to combine engineering performance and infrastructure needs with environmental restoration. Engineered to meet seismic requirements (up to 0.15g), this system provided structural integrity and sustainable performance, helping reduce stormwater runoff and erosion. Supporting long-term plant growth, Flex MSE achieved a reduced visual impact with a vegetated green finish that blends into the natural surroundings.


The FlexMSE geomodular block and interlocking plate system is covered with a 75-year warranty, and a rated lifespan of 120 years. The constructed retaining wall in this project measures 3.5 meters high by 25 meters long, using 1120 Flex MSE bags and plates to complete.
The bags were hydroseeded post-construction with FlexTerra High Performance Fast Growth Mulch (HP-FGM).
