Wairoa Estuary Bank Stabilisation with Flex MSE

A bank stabilisation approach that equally addresses structural requirements and environmental sensitivities.

The Challenge:

Sections of the lower Wairoa River estuary were showing signs of active bank instability, driven by tidal scour, erosion, and a lack of stabilising vegetation. The steep, near-vertical banks composed of soft clayey silts were vulnerable to shallow slips, with visible back scars and signs of rotational failure. Without intervention, ongoing erosion threatened conservation land and would lead to long-term land loss and ecological degradation.

Hawke’s Bay Regional Council sought a stabilisation approach that could address both the structural requirements of the site and the environmental sensitivities of this estuarine setting.

The Solution:

Advance Landscape Systems supplied the Flex MSE Vegetated Wall System as the core stabilisation solution. The system was engineered for the site by ACH Consulting, constructed by Quality Roading Services (QRS), and hydroseeded by Instant Green. Flex MSE was chosen for its ability to deliver immediate structural stability while supporting natural vegetation growth, which was key to integrating the solution into the surrounding estuarine landscape.

The system consists of interlocking geotextile bags filled with engineered soil and reinforced with geogrid. It is designed to resist tidal action and shallow failures, providing toe support and long-term erosion control. Over time, vegetation establishes through hydroseeding and planting, creating a living, resilient wall.

To blend with the natural environment, the wall was hydroseeded with a custom mix of local grasses selected for their erosion resistance and wetland suitability. Native species were also planted to promote habitat and slope stability.

By combining engineering performance with ecological sensitivity, this project demonstrates how nature-based infrastructure can deliver durable and sustainable outcomes in dynamic coastal environments.
